Diplomats were hoping that Iran would respond to a so-called “freeze-for-freeze” offer, under which a freeze of Iran’s uranium enrichment program at its current levels would be matched by a Western pledge not to strengthen sanctions on Tehran. Addressing the economic incentives offered by Western powers, he said: “If you come forward based on law, justice, and logic, the Iranian nation will negotiate on important global issues and will cooperate in solving the problems of humanity.”
