The drill included the Israel Police Forces, Magen David Adom Emergency Services personnel, and IDF canine unit forces. Initially, Hizbullah in Lebanon saw it as a signal that a conflict is brewing between Lebanon and Israel. However, Israel made it quite clear that the exercise was in no way a threat to them.
